It does not come by chance, but through the conscious choices of the citizens being governed, as well as the outcomes of the activities of various significant external agencies that impact the political entity concerned. By the same token, the measurement of the quality of governance is not an easy process. Until recently, it has posed an elusive challenge, notwithstanding the fact that there is a link between governance and development. A review of various studies (Kaufmann, Kraay, and Zoido-Lobatón, 1999; Acemoglu, 2003; World Bank, 2004; and World Bank, 2003) indicates that many of the existing measures of governance are subjective and not without errors. However, a highly objective aggregate governance index, which contains six indicators of governance, has been designed by Kaufmann, Kraay, and Mastruzzi (2003). Against this background, the purpose of this paper is to analyse the performance of various regions of the world in the field of political and economic governance using the six indicators of quality governance. Specifically, the paper discusses the challenges facing Africa and also highlights the implications for structuring strategies toward the sustained development of the continent.enArticle
